If i buy a horse with crowns...

If I buy a horse with crowns or the imperial edition, does that mean all my characters will have a mount to use from level 1? Also wondering if I buy a horse with in game gold is that horse also account bound or just character specific? If I have to farm for a horse on every char buying one with crowns seems pretty worth it
