well, the symbol on the chest is synonymous with the Outlaw's Refuge you find in every city. The fact that you found her in Riften means i'd be willing to bet she's proto-thieves guild. After all, as far as I've been able to see, there's no evidence as to when the guild was founded. the earliest records i could find was that as of the Oblivion Crisis (3E433) the Gray Fox had been in charge for 300 years, putting the leader of the thieves guild at the beginning (ish) of the 3rd Era. This game, taking place in the 2nd Era, means we could see and participate in the very founding of the thieves guild.
