Can someone explain the difference between level 1 and level 9 motifs?

I am a blacksmith and therefore I am interested in the various motifs in this game. However I have a few questions rearding Motifs.

First off I have seen a lot of people selling motifs named something like "Daedric Bows - Requiring lvl 9 of the desired skill".
And also I have seen motifs saying "Racial type - Requiring lvl 1 of the desired skill".

What is the difference between these actually? Because I see that you can buy some racial motifs from the Crown Store but what is the difference between those and the ones people are selling and requiring lvl 9?

    They rely on your crafting skill.

    There are 9 ranks in each of the weapon/armor crafting lines. For example, blacksmithing rank 1 (what everyone starts with) allows you to craft iron weapons and armor up to level 14. Blacksmithing rank 2 allows you to craft steel weapons and armor levels 16 to 24.

    In order to use the higher level rare motifs (like daedric, ancient elf, dwemer, barbaric, or primal) you need to have either blacksmithing, clothing, or woodworking maxxed at level 9.

    I know the material needed goes up by level.

    But I can buy Daedra Motif from the Crown Store for 1500 crowns and that requires level 1 in any of the skill, but if I buy any pages from players it says I need level 9. Also this is only for lets say Daedric Bows whereas the crown store unlocks for everything.

    Is the lvl 9 required also only cosmetic or what is the deal?

    Crown store only requires level 1 because you ate paying real money for it.
