Health bars still desyncing?

It seems like the health bar desync is back (or never left). I recently have been dying a lot while I'm still at around 20-30% health, which is really easy for me to come back from (breath of life) but my abilities get grayed out because I've already died when I think I haven't.
I use GG frames So I dont know if its the addon or not (going to try and disable it). Has anyone else seem to die a little to easy?

Are you guys talking about a PC problem?
If so, is it the same as on PS4 where your health will just magically be lower than it should be - like, your health bar is 90% or 80% full, you are not under any sort of debuff (you could be just chilling at a keep with no enemies around), and healing won't raise your health at all?
If so, that happens to me quite a bit in Cryodil on the PS4, and the only way I have found to fix it is to die and respawn (teleporting doesn't fix it).0 -
