Armor... heavy, medium, light.... choosing and making... questions...

I'm at level 14/15 and have not spend one skill point on armor...
#1 I can't craft armor/weapons better than armor than I can find/buy... (at what point can I? what blacksmithing perks do I need?)
#2 I am a dark elf... dual wielder... dragonknight - many say medium armor is my best bet... is this true? and if so... I still need to level up black smithing/heavy armor to make stronger weapons... right?)
#3 if I go with medium armor, what else do I need to consider for defense... I do like to tank a bit...
