Well I'm in level 46 and want to go to coldharbour to level up and am willing to pay 5000 gold if someone please take me

At Level 46 you can get to Coldharbour for free. You either need to catch up on your Main Quest, or finish the storyline of your final alliance zone (Bangkorai/The Rift/Reaper's March).

• If you take the Main Quest route, you should receive Messages Across Tamriel from Vanus Galerion when you enter a city after reaching Level 45.
• If you take the Alliance Storyline route, you should receive Messages Across Tamriel from your alliance leader once you complete the final Alliance Story quest.

Messages Across Tamriel and the following quest, The Weight of Three Crowns, are the beginning of the Coldharbour story chain.
