Flickering colors

Hello, im not sure when this started happening as it has been a while. I have found a work around for this already too.
When I start the game up and get to the login screen, you can see horizontal lines of flickering colors and it is non-stop unless I close the game. It will not happen in any other game. You can still see everything but the color is way off like horizontal lines of color fading bright and dark purple to yellowish. I can fix this by starting up a program called Overwolf, it has a video capture tool and when I wanted to prove what the game was doing, it would fix itself. So, every day I play ESO i have to start up the video capture and then turn it off.
If I take a screen shot I only get a black screen when I paste it.
