Obsidian shield leveling properly?

I can't tell if it is just a really slow skill or if I'm not using it right. Ran s few dungeons with it and don't see any increase even though I use it quite often.

t must be on your active QB when killing a mob or handing in a quest or shorter while gaining XP.
