It depends on the quest. For most quests you can play together fine no matter what stage you're each at - certain quest NPCs/items may not show up for one player, but you'll still both be able to join together to fight the mobs and bosses and such. For some quests, though, getting to a certain stage in the quest has a significant effect on the area (like suddenly you've defeated an invasion and all of the hostile mobs are gone, or something), so for those ones if one of you has completed the quest, and the other hasn't you'll end up in different phases when you're in the area, and you'll be unable to see one another or help each other out with combat.
