Skills and Atributte Points question

Im pretty new to the game and i know this might be a stupid question but once I spent a point on a skill or an atribute (for example health) can I take it back and spent it everywhere else? For example can I level as dps and when I hit level 50 re spec as tank or heal?

You can respect. Either points or abilities or both. Or just Morphs.

Btw, the cost is lower than what the above link says. They were lowered since then..
