To answer your first question, here is information from the official FAQ:
Once players created their ESOTU account through the console, they will have 72 hours to verify it. A verification e-mail will be sent to the e-mail address associated with their account. If players do not receive a verification e-mail, they can request another one by pressing [Square] at the prompt. Players who are unable to locate their original verification e-mail or encounter issues while requesting a new one should contact ESOTU Customer Support at https://help.elderscrollsonline.com/app/ask with the following details:
PSN Online ID
E-mail address
I cannot answer your second question.
To answer your third question, i believe that this is a bug, and you should report it. However, it should be possible via a phone, kindle, etc. You could also allow him to utilize your wife's laptop, if possible.

Hm. You communicate somehow, no? I would guess over the phone or via ps4 skype. Can't you let him tell you the information and then input it into said laptop? Normally i wouldn't suggest sharing information, but if you're family and he trusts you with it and you both have the patience to do it...-shrugs-

I talked my nephew into getting ESO for his PS4.
He got it, "created an account" ingame, and started playing.
The problem he is having is that when you create the account it says something about having three days to verify the account from your email.
He uses an online email (through comcast), but uses the PS4 browser to access it.
The real problem is that when he clicks the link in the email it takes him to a page that is for setting up an account, and everytime he puts in his account name and goes to the next box the page refreshes and goes to a login screen.
I had this happen to me too when I tried making my account.
I ended up having to use my wife's laptop to finish making my account.
But, he doesn't have that option.
The ONLY browser he has is on his PS4.
So...here are my questions:
1. What happens after the three days runs out?
2. Or, if you at least hit the verify link in the email they send you does that count as finishing your account set-up?
3. Why it is so hard to set up an account to play on a console? Why require also owning a PC/Laptop to make a console account?
Sorry for the lost post.
But, he is worried that he wasted his money, and time.

Had this issue myself , and it was so annoying ! Even after, returning the game back to Gamestop . I still had to verify my account 0_o bottom line, you have to this through a PC and not through the PS4. Because simply , it won't work.
PS4 is my only browser too, luckily I went up to the public library and fixed this. They literary , won't stop sending them until you do. Even after I contacted ESO support, told the same thing. Kept sending remindeders , got to the point I started putting in my spam folder:|
Good news, is after you set up Your account , you can turn off notifications. But, not until. I hate to say it, but your friend is screwed. That's how I felt, about ESO afterwards a waste of money and time.
P.S. Waiting on Batman Arkham Knight, renting ESO through Gamefly.
In answer to question 3, why do you need a landline to active and use a cellphone? When you find out, let me know?
