ZOS can a new vet campaign be added that is only for vets 1-7?

I love the pvp in this despite a lot of the problems with it. I have a v14 and I only solo pvp or i play in very small groups. With that being said I am raising a few new toons and they either just reached vet ranks or are about to. I can hold my own with some players but since I am low vet and don't have really good sets available at my level I get destroyed by some players that I can easily beat with my v14. This sort of forces me to either go "pveing" to level or to stick with the zergs. If there was a new vet campaign that you could only enter between v1 - v7 it would allow low vet pvpers to enjoy pvp without getting nuked by higher ranked players and would also let us rank up with pvp. I really see no downside to adding a new campaign with these rules, I would love to see this happen and hope you consider it.
