Best Class for Mage's Guild based character?

So I don't expect this build to turn out stupid amazing but I want to toy around with the idea of focusing on the skills from the mages guild. Thought I'd go with a high elf destro/(class) build until I got to meteor/shooting star but I'm not sure what class would be most effective at achieving a good build.

My first thought was storm caller because of the passive that cuts ult cost, which with shooting star in pvp would be faaaaantastic. In pve, a little less so but still pretty sweet if I happen to get surrounded or I've picked up a good number of mobs.

To my knowledge that'd probably be the way to go but since I don't know every class passive like I know Sorc, I was wondering for opinions on the matter.

Sorceror has a lot of good perks and abilities that will help a magicka build. Alternatively, if you want to focus on fire spells, Dragonknight isnt a bad choice.

Im not familiar with DKs passives in their entirety but wouldnt magic damage buffs affect both entropy and fire stuff where as DKs would only buff fire which would mean shooting star and fire rune?

Also, imperial passive to gain health on hit, stack well with entropy's degeneration morph? And would a staff be recommended for that or a massive hard hitting weapon? Like say a two hander?

I think so far the best class to go in line with the mages guild skill line is the sorcerer. But it might work with the magicka based nightblade, which has access to 'leech' abilities like funnel health which is an integral part of their build. It ties in well with spell Symmetry even with the debuff to healing, the assassin tree has good magicka returns with the siphoning tree adding more magicka. The shadow tree, much like conjured ward of the sorcerer, gives good survivability.
