Disobedient Horse (Mount Summon issue)

My horse is a lot like my mom's dog... it won't come when called. I have had problems on and off for the last week with my mount. I hold the left center button (the same one that toggles the map) and about 70% of the time my mount will not summon. It happens on both the NA as well as the European server. Problem is intermittent, but significant. Seems to happen more in higher traffic areas, but will still happen out in the middle of wilderness with no other gamers or enemies in sight.
