Simply Misplaced Quest Bugged (Xbox One)?

I am on the Simply Misplaced quest in the Mages Guild quest chain and I get to the part to where I am asked to test the Wabbajack. I equipped it and I'm running around trying to hit the temple acolytes in the area but it won't let me hit them. I tried to leave the portal but when I do that the Wabbajack disappears from my inventory. I think this quest is broke or something. Does anyone know what to do to maybe workaround this quest so I can progress? Any help is appreciated!!! Thanks.
