Regen vs reduced cost? (not much recent info out there)

I know Regen vs Reduced cost has been brought up and in the very short time i played on PC (before switching to PS4) I remember it being hands down Reduced cost. Every post, every theorycrafter, all the usual big names saying Reduced cost.. mind you it was at PC release.

I just checked Google and listed in the past year as a search and only a couple of posts come up. They're talking about version 1.5 vs 1.6. Are we version 1.6 now?

And whats the word right now on Regen vs Reduced cost.

For both a tank (full heath build) and a DPS build

    I tend to still stick with reduced cost on my characters, but I took a long break prior to the free to play release and console transfer. Reduced cost still seems to work, but I've noticed a significant difference in play between now and pre-f2p on my nightblade, with no changes in build or character. I cant sprint as long, roll dodge as much, or spam abilities quite as much as I used to be able to.

    It could be that recovery is a better path now, but I havent had a chance to actually test it or dig for someone else's theorycrafting on the matter.

    Just out of general theory though, I'm going to say reduced cost is still probably a better bet, since it seems like reduced cost (for stamina, at least) still effects things like blocking, bashing, dodging, etc, getting you more bang for your buck than you'd get out of recovery. For a magicka build that might well be different. Also consider that your stamina recovery is completely negated when moving in stealth or when sprinting, so it doesnt matter how much stamina recovery you have at that point in time.

    For tank you want both. Reduced stamina cost on abilities is outstanding for block, etc.
    You need regen too.

    If you use alot of regen abilities, recovery is definitely way to go, but reduced is good otherwise.
