Why aren't there dragons in ESO?
All the dragons in the TES universe are at the time of ESO, the Second Era, "hiding" / buried inside mounds or tombs along with those who served them, i.e. the Dragon Priests (however, you do encounter Dragon Priests in ESO). In the Fourth Era dragons are given second life because of Alduin, the World Eater. You can read more here, and also here.

Not being sarcastic - genuinely putting it out there.
If they are, then Titans are Dragons. If not, then they aren't.
Personally, I'm good with 'they used to be Dragons'.
