(console) Fast travel

Have I missed something somewhere? On the PC I can fast travel between any wayshrine I have discovered anywhere in the AD (that's all I played in on PC). I transferred to the XB1 and now the list of locations does not come up (Well, that's not true. I can find a list of locations and even look at their map but I can't select a wayshrine to travel to). I can fast travel between discovered wayshrines on a starter isle or in the starting city and surrounding areas but if I am in Vulkhel Guard or Davon's Watch or Daggerfall I have to take the boat back to the starter isle. This is irksome since there are thieving opportunities on the starter isles but no Outlaw refuge for fencing and my bag fills up. Since I'm stealing stuff to make some gold to buy more bag space it seems a large waste of time to have to walk back to the boat.
