Break Free CC Mechanic

In PvE I have no problem of breaking free (L2+R2) from hard cc's. However, in Cyrodiil 95% of my deaths are because I can't break free and just lay on the ground while 10 guys hit me in WW form. I've been crowned emp on PC twice so I know what I'm doing and when to break free and when not to. The problem is when I want to break free I can't. I just lie there. Please tell me I'm not the only one having issues with this.
