can any faction get this? And how do I get to shadowfen? I am daggerfall if that helps?

This...Keep in mind that it is an accountwide unlock. So it is also possible to make a character in EP, level up till you can do this quest, do it then and then all your toons can use itThrough me you pass into the city of woe:

✭✭✭✭✭Shadowfen is an EP zone. Once you fully complete the main quest (about the time you hit VR1) you will be able to travel to the other alliance's zone. For you - this will first open up the AD zones, once you complete the quests required (the main faction store quests in AD), you will be able to travel to the EP zones. At that time you will be able to get to Shadowfen and do the quest to get it.
Another option would be to start an EP character, get it levelled up enough and complete the quest, once you receive the costume (trophy), you will be able to put it in your bank and withdraw it from any character.
