rune farming

at the moment im farming in khenarthi's roost for runes i need to find jera for the enchantment i want for my staff but cant seem to get a potency rune better than jora is there areas that spawn better ruins or is it just down to rng with with rune you pick up

Until Vet Ranks, there are two potencies for each level. As mentioned above the potencies you farm are tied to the zone you are in.

Jera is a L2 Potency, so your probably going to find that in the first zone, not the starter areas. They also sell in the Guild Kiosks.

The level range of potency runes is zone dependent. You might have to go look in the next zone for your rune.
