I am wondering what is the general level that most people reach rank 10 in the mages guild. I typically don't find enough books until I am around V5.

Depends on if you use addons or not. If you casually find them, it can take a minute.

I do believe it has been confirmed that you cannot attain 10 until you at least unlock Silver.

You won't find all the Lore Books you need to Reach L10 until 2 or so zones into Caldwells Silver. I think you might be able to find them by the first zone of Caldwell's Silver.

So, figure about 7 zones, plus the starting areas for each alliance.

As far as finding Lore Books, you don't really need an add on. They are easy to see at night, and they are almost always near something interesting like a camp or a lantern or a corpse. Also, there are 4 to 5 copies of each lore book out and about, so if you can't find one of the copies, you will find another one. I was amazed at how many of the Lore books I did find when I finally got the add on that shows where they are.

You also get a bonus for finishing a collection. Like all the books in a zones lore, or all the Dwemer research ones etc.

A Player has done research on this very diligently. For whatever reason, you can just about achieve level 10 in the mages guild prior to enter Cadwell's silver on Daggerfall, if you do all dungeons and collect all lorebooks in Cyrodiil. For the other alliances you end up one or two lorebooks short.

On my first char, I managed only after finishing silver, the others went much faster with the help of the Lorebook-addon.

Ah yes, forgot about the Lore books there. But those who avoid PvP or don't have a buff campaign (where their faction has all the keeps) will probably need to go a zone or two into Silver.

I am one of those who avoids PvP so it was Silver before I finished the Mages Leveling.

Now that I'm on the ps4 with no add on I'm finding it much harder to find them all, but I'm still lvling up pretty decently, I just reach reapers march on the AD side and am rank 6 in the mages guild. It sounds like I missed quite a few if I am only rank 6. I wish they had them seperated by zone in the achievements like the skyshards so I know which ones I've gotten. Looking at the map locations doesn't help much due to there are usually 3 locations per book. Has anyone found a better way to locate them with out using an add on?

There are maps on the web, but I found all mine at night (same time I was farming Enchanting Runes)
