Critical Rating and Critical Chance Explanation?

Can someone please explain how crit works in this game? I think I understand crit chance(I'm assuming everyone starts at zero and bonuses add up with a 100 percent cap?) but I don't understand critical rating. Most of the research available seems to be pre-march so I'm not sure how reliable the info is.
