Be care all you guys looking for bites i cant tell you how many have been scammed including myself give and get bites for free ......oh nd thanks zeno for making this situation possible
Maybe ZOS could like have a player-to-player thing where a player sells a vamp or WW bite via a COD, and if they don't give the bite within like an hour, the person who payed gets their money back.
Im sorry for your loss and all, but what happened to the good old common sense? You meet someone for first time and you decide to give that person your money just like that?
If you have to ask for a bite ask your guildmembers, or higher lvl players. Guildmembers shouldnt scam someone just like that if they care for guild they are inm and any normal leader would kick people who would do that. Also higher lvl players who have lots of cash dont have any reason to steal from you, why would they steal 1/2/5/25k from you if they have 500k in bank and can grind dungeon, loot rare item and sell it for another 250k?
Free market in ESO is great. Including the sellers/buyers have to make sure of their transactions. In game mail is the most secure thing. You mail an item to the buyers, who needs to pay the gold you added in the "COD". The buyer always gets the item in the mail when they accept the COD.
Regular player to player trade UI is good too. You see the gold and the item. So far there been very little to non abuse of this.
That being said. Lots of players have been scammed or do scam when offering a service such as a vampire/werewolf bite. This is just like real market. Make sure who you buy from :-p. Or the seller gives you a bite..then the buyer dont pay. This happens as well.
This is all legal and up to the players to solve. ZoS could make this illegal but pretty much must stop giving players the ability to give gold for services then.
ZoS have a rule against naming players on these forums. Be able to name scammers would take care of this problem. But also make ZoS legal problems in US and other countries where they can be sued for what their players do.
Zone chat and guilds do spread scammers names, which on the PC been good enough to keep these to a minimum.
I'll suggest using zonechat and inform the guilds you are in if you are scammed.

Just realized that consoles have voice in game zone/game chat. Might not be as effective then.
On PC with text zone/guild, informing of who scammed have been very successful. Not sure how voice chat only on consoles would be effective.

Why would people pay to get bit? This is a real question I'm asking I'm new so don't know. My opinion is if you are a vamp or wolf then you shouldn't be able to go in towns or city's or maybe it's like that. It should be a curse not privilege.
