There are no pets available in game. All come from outside the game, most at this point are crown store.

With that, one of the things this game has seriously lacked is special events which is one place vanity items would normally be obtainable but, it requires Devs to create the in-game content to start with.

Actually, you can get one pet in game. In the public dungeon Razak's Wheel in Bangkorai, completing the quest whose name escapes me will get you a pet called Razaks Opus, a dwarven spider.

You cannot currently purchase pets with Crowns. But (without spoiling anything) there is a quest in Bangkorai - Daggerfall Covenant zone - that awards a pet upon completion.

You can get a free dwemer spider as a pet for completing the Razak's Wheel quest, public dungeon in the fifth DC zone.

Other than the loyalty/beta pets that were free, occasionally they have a giveaway or contest. Got a pig for completing the last Orienteering Challenge first.

All other than that, pets are in the crown store, as a bonus, or come with some plush/figures.

I really wish there were more pets that you could earn through something in the game. I'd prefer for it to be a reward for a difficult achievement. My dwemer spider is my favorite pet, purely because it's the one pet that I had to earn (I don't consider the loyalty pets to be 'earned' per se), even if it was pretty easy to earn it.
