If I'll have the 10k horse and want to buy the 42k later on, will the skills (speed/etc) that I got on the first horse will be applied on the second one too? or I will have to train him again

Horses are one of the few decent gold sinks in ESO and as such probably shouldn't be changed. Given the skins themselves are account wide and are permanent, I have no real complaints regarding the initial costs.
It's not a gold sink when you can skip it and buy one cheap w/ Crowns from a single month's subscription.

Horses are one of the few decent gold sinks in ESO and as such probably shouldn't be changed. Given the skins themselves are account wide and are permanent, I have no real complaints regarding the initial costs.

They are also account wide, so you don't need to buy them for every character. So instead of buying one per character and training only that horse for one specific task, you have a buy-one-time skin with a distributed cost of 5-6k per character. That's pretty cheap.
