Location of Blacksmithing Certification quest in Daggerfall?

Been looking everywhere and I don't see where or what npc to talk to to get the Blacksmithing certification quest. Would like information as to where the NPC is as soon as possible PLS (:

✭When you get the quest she is next to the fighters guild, during the quest steps she will be near the blacksmith. -
brendoneskiSoul ShrivenNvm I found her, but she gives me the dialogue to certify me but it doesn't give me the option to choose to certify as a blacksmith. So im guessing it's some kind of bug
