Quest Bug - Heart of Anumaril... hand in point not there

Just finished the quest collected the heart came out of the vault to hand in my quest and the woman isn't there went back in killed him again came back out... not there again... anyone else having this issue

Actually i dont think this is to do with this quest i think its just loads of quest characters not loading
