Herbs are rather hard to find until you unlock the keen eye passive. I've heard that it helps to turn off the grass, because that way, the resource nodes are more visible. If you don't want to do so, which I would totally understand, don't always run the straight line to your goal. Check near creeks and ponds, near trees, in dungeons. Target anything that looks like it could be a herb, soon you'll get the feel for it.

The starter Islands for your alliance can have many more fast spawning alchemy nodes. Also the Hollow City in Cold Harbor is a good place, though very heavily used.

Even after you know what all the herbs look like there are a few that really don't stand out much, such as mountain flower.
I've also noticed sometimes mushrooms clip into the trees and roots and stuff, silly ZoS. As tiamak suggested you might find that keen eye is quite useful for those situations, even as a vet player I always have 1 point in it and don't regret it at all ;)

The first level of Keen Eye is unlocked at Alchemy level 2. Keen Eye is one of the passives in the Alchemy Skill tree. You need to use a skill point and put it in that passive.

Remember when leveling up Alchemy, to use all the negative effect herbs you can get your hands on. The neg effects are currently still useless in the game, so they are good to level with instead of using good herbs.

Not exactly useless, you can kill yourself with them!

You can also turn off the grass in the setting to make them easier to spot.

The reagents tend to "grow" in favoured environments. Eg. Water Hyacinth and Nirnroot found in or around water.

The more you play the easier it will be notice the different plants. Apart from one or two smaller flowers I can see everything without the keen eye passive. Lastly, certain plants grow in certain environments e.g. Nirnroot is often found near bodies of water.
