Racials really dont make that much of a difference.

That said, it depends on what kind of character you're building. If you want a spellcaster, the best picks are high elf, breton, or dark elf. If you want a melee character, go for wood elf, khajiit, or redguard. If you want to tank, go for orc or nord.

    The bonuses are as follows:

    Spellcaster Races

    High Elf
    +Magicka Regeneration
    +Max magicka
    +Fire/Frost/Shock damage

    Breton
    +Max magicka
    Reduced Spell cost
    +Spell resistance

    Dark Elf
    +Max Magicka
    +Max Stamina
    +Fire Damage
    +Fire Resistance

    Physical Races

    Khajiit
    +Health Regeneration
    +Weapon Critical Chance
    +Damage when stealthed
    Harder to detect while sneaking

    Wood Elf
    +Stamina Regeneration
    +Max Stamina
    +Disease/Poison Resistance
    +Damage when stealthed
    Harder to detect while sneaking

    Redguard
    +Stamina Regeneration
    +Max Stamina
    Restores stamina on melee attacks

    Tanking Races

    Nord
    +Max Health
    +Frost Resistance
    +Health Regeneration
Reduced damage taken from all attacks

    Orc
    +Max Health
    +Max Stamina
    +Health Regeneration
    Reduced Sprint Cost
    Improves all charge abilities

    Argonian
    +Max Health
    +Disease/Poison Resistance
    Bonus to healing received

    Imperial
    +Max Health
    +Max Stamina
    Restores health on melee attacks

If you want to be good, never listen to these kind of people. Racials are VERY important.

    Yeah.... kind of.

Racial selection has zero impact on your ability to participate in and complete any form of content. Racial passives are useful in creating an optimal build, and is not a requirement for anything, pve or pvp.

I have two characters myself who are not racially min/maxed and they both participate in vMoL and vMA... It comes down to gear and player skill, as well as CP. you literally can do anything with any race.

Having a racial min/max will enable you to complete challenging content more easily, but to say it is mandatory is completely false (note: I recognize that the quote above does not say it's mandatory). That being said, they can make a big difference in your dps numbers, but catering to racials as a tank or healer is not unnecessary. Doing so as a tank or healer may increase the amount of off-dps you can put out to speed things along for your group, but generally speaking, what you are able to achieve without consideration for race is enough to complete.

If you intend to take top spots on leaderboards, you'll find it very difficult, if not impossible, to surpass those who are racially min/maxed, because this game is so heavily geared towards super-high dps. So for things like vMA, or for other weeklies, groups with min/maxed characters are going to get through it more quickly, which means a better score, ergo to remain competitive with the top spots, you need to min/max too. If you choose not to? Then you'll take a leaderboard spot that's lower on the list, and you'll still get your rewards. Again, it comes down to gear, CP, and player skill/experience.

Even in vMoL, which arguably has the absolute highest standards for dps, the minimum requirement is not nearly as high as several forum posts suggest. These posts are indicative of what people expect in order to achieve the fastest runs with the least amount of deaths, and the greatest synergy potential among group members. For those who haven't tried their luck at vMoL yet, eventually you will all come to understand that, while it is important for you to boost your damage potential as far as it will go, practice is going to be the key to completing.
