Where can I find an enforcer tower?

I'm trying to become an enforcer on xb1 and I can't find any enforcer towers and I've been on the internet and all it's only telling me that they're outside of major cities, but it doesn't help. I really need a specific location. Please tell me a specific location and make it somewhere in the Ebonheart Pact territory!
