Veiled inheritance disguise missing

So I got the veiled inheritance disguise and although I haven't worn it yet, it said I got it from a quest and I changed quests and started doing some storm quest (I forget what it's called but it's the kinarthis roost area I believe?) anyways it's gone missing and I would like to know if it's because of a bug or if disguises are bound to specific areas. Anyways, enjoying the games I far- other than my disguise issue, wait times seem to be an issue around the afternoon. (I presume that is due to high amount of players) talked to customer service and was told that you guys are trying to increase server capacity to fit the high demand for the world of tamariel. Would you mind confirming this as well ?
