No Lambur or captain Kaleen in Carzog's Demise

I'm stuck in the quest Carzog's demise with no way out since there are two NPC's I have to talk to that aren't showing up anywhere. I tried rebooting and logging out and back in multiple time but nothing has helped. Any ideas whats going on here? I can see other players completing this quest, so I know it works.

✭If you haven't already, please try turning off your console completely, leaving it off for 5 minutes, the logging back into ESOTU.
