If you are under leveled for the next zone then you have DEFINITELY missed quests. Look online for maps of quest hubs and things like that.

If you have done all the quests in your zone, you will always be overleveled.

If you go back to your first zone, look for areas of the map where you don't see anything (or map icons that are not white) and go there. You have likely missed a couple of quest hubs.

Did you go to the starter areas when you first got out of the tutorial area? There should have been a near by quest giver that sent you to another island which was lower level. If you missed those you may be slightly under levelled later. Make sure you are going off the beaten path as well, I know you said you left no stone unturned, but just to be sure go everywhere as a lot of quests have no breadcrumbs to find them.

Also, did you skip the starting islands? You might one to go to the city you started in if you did and hunt for the quests around there. A good way of knowing if you've cleared a zone without looking it up if you'd rather not do that, is looking at your achievements. Do you have completion achievements for the zones? If not, you probably missed some things! You don't need to do crafting quests or Cyrodiil to stay leveled to your zone, questing will do that for you.

Even if you have turned all the quest hubs in the zone white, there may still be a few side quests you've missed. For a full list of quests in all zones, see UESP: ESO Quests by Location. Most of them also have the details of where to actually start the quest. For a map of all the locations in Auridon (all of which should be white), see UESP's Auridon map.

Note however that the first two AD zones only just manage to get you to the right level, and you need to have turned everything white and done the appropriate Main Quests as well. DC and EP quests in the first two zones give a bit more XP overall, and you end up more overlevelled than in AD.

There is a quest giver on the docks of Skywatch that will take you to Grahtwood early. Return to Auridon and finish up that zone and you'll be fine.

On a side note @puffmanny@aol.com you might want to get support to help you change your userID. Using your email address might not be the wisest course of action.

Aye there is xp for Exploration, world bosses, the delves, public dungeons, Mages Guild questlines and lorebooks, Fighter's guild questlines and dolmens, all the skyshards, etc.

I've always had trouble Overleveling my alts 1-50. You definitely missed some stuff back there.

Also, if you are using add-ons - get Destinations... it will show you where the quest hubs are located. Like everyone else has said, if you completely clear a zone, you will be over lvled by the beginning of the next zone.

You definitely haven't done everything in Khenarthii's Roost (the starter zone) and Auridon (the first full zone) if you're only level 13 - and you should definitely complete both of those zones before moving on to Grahtwood. I've taken 6 different characters through those zones, and each and every one of them has been level 18 by the time I've done 'everything' in those zones (note that when I say 'everything' I don't mean absolutely everything, as I don't typically do every single world boss or dolmen before moving on to the next zone, and I may or may not do the first group dungeon before moving on).

So if you're already in Grahtwood and you're only level 13 then you've missed a lot.

He can't get the add-on because he is a console player no add-ons for him. Well I'm assuming he is because if he was a PC player he would have asked the question in Zone chat most likely.

O yea sadly no addons, they should really add a option to mark on the map quest locations. Im suprised that is a addon and not a ingame option.

FYI @puffmanny@aol.com, I would recommend placing a [CONSOLE] tag of some sort in your future thread titles. It will ensure you get more specific, proper answers faster. :)

Add-ons may come to the console but the authors would have to jump through extra hoops because not only would ZoS have a say but Sony and Microsoft would also have to give approval.

Quest locations aren't displayed on the map in other Elder Scrolls games. Such a thing (while popular) would go against the franchise background.
