Cyrodiil Armor vendors only sell certain level items?

The armorer that sells Ravaging, Cyrodiil's Crest and Dominion's set only sells items for certain levels and skips a few in no apparent order. I'm trying to get items for V7, 8 or 9. Is there any reason for items of this level not being sold?
