Exactly. They did a really good job of showing healing and damage in the default UI, including HOT and DOT, and I think it works very well.
Of course you can. Just look at your own HP bar fill if you are healing yourself, and look at the NPCs health bar drop if you damage it. No numbers needed.
Yea allow Addons on Consol, so more Player get frustated of Player abusing Addons witch tell you when to doge/block or showing the enemy buffs and know if they are Vamps or not...

The buff/debuff duration is just an estimated guess made by the addon, it does not take purge etc. into account.
edit: I think you're also aiming at a friendly char? Not even sure those buffs show up on an enemy player.
