Rending Flames Quest issue

After playing for a few hours, I progressed into the "Rending Flames" quest. After completing a few objectives, I am now stuck trying to speak to Magister Enuse (a mandatory objective to complete the quest). The quest marker led me to a horde of people standing in an area where I assumed Enuse would be, but there was no character that. Is anyone else experiencing this issue?
