Have you tried disabling your add-ons?

By the way, I'm not (entirely) trolling you. This was the official response I got after reporting this problem in-game. The fact that it happens on consoles just proves that ZOS will resort to add-on-blaming to divert attention from themselves.
    Greetings i]redacted[/i,

Thank you for contacting The Elder Scrolls Online: Tamriel Unlimited team. The error message "You have been removed from the server for exceeding the message limit" is generally shown when a player has add-ons. The add-ons can create unseen UI errors, and can cause a lot of error messages to be generated with the server. This doesn't mean you were spamming - however, you may wish to try disabling your add-ons and repairing, and possibly even update your add-ons if they are out of date.

If you continue to experience this error message and are constantly kicked from the server after disabling add-ons, please contact us back.
    Warm Regards,

Same thing on X1, just got booted after 20 minutes in queue and 10 minutes in game. I don't have my headset plugged in yet either, but exactly how will this work with voice chat? I can understand spamming text but is it going to boot me if I clear my throat once too often?

This happens to me after i start lagging. Died 4 times solo PvE in cyrodiil due to the lag then finally kicked with message rate limit. THen it started happening within 5 minutes of logging back in. Now I can't logon because the server's completely down.
End the tedious inventory management game.
