The City is right where it's suppose to be in the middle of Cryodiil. The bridges are out and titans guard them. That being said the rumor of Imperial City being part of the next major DLC has been around for a while.

They are like the City guards, AND if you just happen to slip pass them, the bridge ALSO can not be crossed.
