Is there any reason I would be getting a different order of dailies to my friend? I find it kinda silly that I cannot play with my friends because we have different quests.

I think it is strange that they are not shared amongst a group more easily though, as you are grouped to play together. While not stupid, I agree, it is one of those things I think they could have handled more smoothly.

Which Pve ones are dailies? Because I can sit in Cheydinhal all day and do those quests and repeat them over and over.

You might have noticed you never repeated the same quest in a day. Each town has a set of 10 different quests - there's an achievement for completing them. Cyro qs are daylis, kill 20 Temp etc are daylis, you can complet just 1 per day, (meen 5, 1 temp, 1dk etc)
you can do 2 or 3 scroll quest at day, 2-3 capture quest
Scouting Mission are indeed not limited.
Cyrodiil PvE dailies are random so that the possibility of gank-groups is reduced. That being either enemy players waiting at the quest objective to gank the questers, or a large group of questers all working on the same quest and destroying any other players that they pass.
The Cyrodiil PvE quests are definitely dailies, because I've done all 10 in both Chorrol and Bruma in one day, and not been able to do them again until the next day.
Other than one of you getting the quest and sharing it, as suggested above, you can also keep taking and abandoning the quests from the quest giver until you get the one you want. Each quest giver only has five total quests to give, so it doesn't take long to find the one you want.
At one point I think the game asked if you wanted to share a quest if you were in a group. I just think it's odd that you have to go to the tedious effort of doing this. I play with my GF and although I love her very much sometimes she doesn't quite grasp gaming concepts like I do. This makes it really annoying because I either have to explain to her to not pick up anything and I will share it and/or get her to share. Both are tedious because my GF being very new to the game relies on me and forgets things quickly meaning this will be a daily thing. Simple solution is to just have a type of group detection to give people in the same group the same quest.
