    Press and hold the button that would usually be called the select button on the last gen.

    Press H on PC, hold the Touchpad on PS4, and holding what I assume is the share button on the XB1. If you haven't set a horse yet, open the collections screen

    On XBONE, press and hold the toggle mount button which is the 2 square looking icon button in middle. for more information on the game controller buttons: http://elderscrollsonline.wiki.fextralife.com/Controls. hope it helps.
