Linking multiple gamer tags

My family has multiple gamer tags for xboxone on one console. Can they all be linked or do the have to create a separate eso account each when they start the game?

Each player will need their own ESOTU account to link to their gamertag, but if your console is set as the "Home" console, you still only need one copy of the game itself.

Would this work for the DLC. I bought the thieves guild DLC last night on my console main account, but my son can not access the DLC?
Are the DLC's link to Gamertag only or is there a way for every GT getting access? YES my XB1 is set to home and they are able to play game.

DLCs are tied to your ESO account, not your console, so everyone will need to buy DLC separately. See If I purchase the Thieves Guild DLC game pack on one account, will all my accounts on my console be able to access the content?
