PC Transfer and Imperial Edition Maps and Items

I am PC gamer that had my character and items transferred over. I am able to everything in the game with my stuff and Imperial Edition, but the only thing that does not seem to be working is when I create new character, I don't get the Explorer Maps and Ring. Collectibles are in the collectible tab, but the treasure maps that you get are not available. Is this normal?
When I created new toons on the PC version, I thought that you were given a new set of maps and stuff for that toon.
