PS4 Game Stutter

On the PS4. When in the town I get game stutter, the game halts and starts. Is any else seeing this. I am wondering if this has anything to do with the local chat function, it is switching as you run through the town and stops as it switches.
If some one has experienced this, have they found a solution. Awfully annoying.

There is some slowdown on PC as well, but that's because of the number of people in towns. I got slow downs to the 30's (FPS) sometimes in towns on a i7-4790k. There's no way to avoid stutter/slowdown on the PS4's processor.Edited by Sallington on June 9, 2015 5:46PMDaggerfall Covenant
