Not All Guards Immune

Im noticing more and more that not all Guards are flagged as Immune. Is this a bug, an oversight or on purpose?

    There's been nothing said about any guards no longer being invulnerable. Where are you seeing this? (Platform, Server, Location)

    This is on PS4 NA Server. Some of the Pact Guards are not Immune like others are. I dont know if theyre not marked as Guards and just NPCs. But some of them are positioned in places youd expect guards to be. Like entrances to Forts and Cities.

    Keep in mind that there are "Guards" (they don't attack you when you are a fugitive; they act like other 'yellow glow' npcs) and then there are the city guards (which are invincible). You can still damage both, but cannot kill the latter.

    We do need more elaboration on what you mean in the OP, mate.

    Yeah it's possible that they are just not Justice guards. I think ZOS are renaming most NPCs that were called "Guard" to things like "Soldier" and "City Watch" so they aren't confused with each other, but may not have finished doing that yet.

    What your seeing is definitely 'guards' (as enodoc mentioned some can be named similarly to the guards) that you can kill as normal like other npcs, even if they are stationed in steps/doors/bridges etc. You just have to watch out for the justice system guards roaming around.
