That's far from their standard answer. Their standard aswer is: "It's a nice idea, but we're not considering it." or "We might consider it in the near future.
This - PvP battleground/arena featured on QuakeCon 2014 is confirmed. CONFIRMED FOR NOT BEING RELEASED, LIKE, NEVER.
They stated that soooooooo many times. A month or two ago, Brian Wheeler (I think that's his name) confirmed once again that small-scale PvP is out of the question. He even said that Open PvP connected with Justice System is not being considered at the moment, even though they promised this would be a second part of the update.
So there it is, OP. There's your hope for Arena-type kind of PvP. Hiding in a galaxy far, far away.0 -

In WoW, after you have completed everything else you just sit around with friends and PvP in arenas.....its a blast and keeps people playing for 10+ years......cmon ZOS!! Easy money just get on the freaking train.0 -
