I believe that this is coming in the future. At Quakecon last year, they talked about Alliance Specific Top Tier armor Sets. This armor looks as if in the fashion of the Daggerfall Covenant. Hopefully they will come with Imperial City Next Update

Most recent ZoS statement that I remember is that the armor in question used to be on the drawing board, but has since been revised since that artwork was made. That was from like four months ago.

The picture is depicting Faction Armor (DC I believe). This was intended to be PvP gear in some fashion. They do intend to release all three sets of faction armor but have released no details as to when our what effect they will have, if any.

it will be the gear for loyality crown spender.WHile you spend 3000 crowns every month you have access to this skin

Ok whilst nothing definitive the answers do point towards eventually in some form this armour should be available. Have to agree with Samuel here though, somewhat disappointing to show gear you can't get.
