There were surveys done on a few different sites even before PC came out. Tamriel Foundry is one that's coming to mind. Obviously PC took the larger margin by like 70% but the remaining 30% was like 20% on ps4 and 10% on xbox.

they couldnt fix lag on PC what makes you think they changed the core game structure for console?
that would be true if the problem was on our end(our pcs can't handle their game)...however it's not, it seems like it has more to do with their servers not being able to handle the amount of players and abilities being used. Maybe controllers will make it a bit more difficult to spam abilities like in pc but who knows. I think there is a better chance of no lag on each console as they only had to code for singular hardware structure for each instead of the many 100's of variations of hardware that comes with PC.
I think its easier to fix a problem when everyone has the same machine over trying to fix a problem when everyone's playing on something different.
