Unable to Download the Console Version

I received my email stating that the account copy is completed, but I will not receive my code until the 8th of June. The day before the game launches.
We will be sending your digital code for The Elder Scrolls Online: Tamriel Unlimited on June 8th. We understand the desire to download the game on your console of choice earlier. Unfortunately, we are unable to offer a code to pre-load due to console limitations.
WTF? I am really confused. ZOS could you please explain what the limitations are?

My friend bought the game from the Xbox One store and was able to download the game that day. I have paid for the game, so I should receive my key allowing me to download and be ready on the 9th. Honestly this would not be so bad if I was able to download the game during the weekend, but the night before.

    If it's not actually MS or Sony's fault, I'm pretty sure they would be none-to-happy to be the ones being unfairly blamed for it.

    Players who preorder ESOTU through either the Xbox Marketplace or PlayStation Store will be able to pre-download the game prior to its June 9 release. Additionally, PC/Mac players who are eligible for and purchase the transfer to console will be able to pre-download. If you pre-ordered or purchase a copy of ESOTU for consoles from a retailer, you will not be able to pre-download. It's also worth noting that unlike the PC/Mac beta client, which was able to be updated on launch day to the live version, the beta client for consoles cannot be updated in this way; rather, players will require a fresh install / new client when the live version is available (either for pre-download or from a retail purchase).
