In the following clip, i do nothing but use fear 3 times.
First use (0:01) fears the DK. I wait until he CC breaks it.
Second fear (0:04) has no effect (as expected, he still has the swirls under his feet). I roll dodge his attack.
3rd fear (0:07) has no effect again.

I'm not so sure your second 2 were in range
Yes they were all in range. Just watch the video in post #57, the DK there got feared from even larger distance. And my 3rd fear was cast when the character models practically touched.
